1980년대 들어 처음 시행 된 ‘공공기관 실내 적정온도 28도’ 이 정책은 별 다른 의미 없이 당시 어느 분야가 그랬 듯 타국의 정책을 벤치마킹해 온 것인데 이 공공기관의 온도의 기준을 잡는 정책은  어디서 가져온 것이냐하면​ 바로 일본 일본의 히메지시라는 시청의 히메시시 시장이 도입한 정책이며,  의사 출신이었던 시장은 여름철 실내온도가 28도는 너무 더 읽기
